Urenco Requests Exemption in U.S. to Transport LEU+

In October, Louisiana Energy Services, LLC (dba Urenco USA (UUSA)), filed a request with the U.S. Nuclear Regulatory Commission (NRC) for regulatory exemptions for domestic transportation of uranium hexafluoride (UF6), enriched to greater than 5, but less than 10 weight percent (w/o) 235U (e.g., LEU+) utilizing 30B cylinders within certified DN30 overpack for transport in the U.S.  Associated with this exemption request, UUSA separately submitted to NRC, proposed revisions of the UUSA 10 CFR 71 Subpart H Quality Assurance Manual for Packaging and Transportation of Radioactive Materials for Urenco USA in order to acknowledge limited design analysis authority along with associated changes to its Quality Assurance Program Description. UUSA is a registered user of the DN30 transportation package. UUSA also notes that it will request Special Permit Authorization from the U.S. Department of Transportation.

Following UUSA’s submittal of this exemption request, Dominion Energy (Dominion) submitted a letter of support to the NRC, stating that the exemption would allow transportation of LEU+ in 30B cylinders. Dominion notes that it has established firm contracts for delivery of reactor fuel based on LEU+ supplied by UUSA, which would be transported to Framatome’s fuel fabrication facility in Richland, Washington facility for reload fuel support for Dominion’s Millstone Power Station Unit 3 (Millstone 3). Dominion plans to utilize LEU+ to support a transition to 24-month cycles at Millstone 3 for its Spring 2028 refueling outage. The LEU+ must be delivered by UUSA to Framatome by early 2027 to support testing, qualification, and fuel fabrication for Millstone 3. Dominion states that:

“timely approval of this exemption is critical to ensure secure and efficient delivery of LEU+ material, which supports Dominion Energy’s long-term operational objectives.”
