NRC Approves Westinghouse Package for Fabricated Fuel with Enrichment Assays Above 5 w/o U-235

In April 2022, the U.S. Nuclear Regulatory Commission (NRC) issued an amendment to the Certificate of Compliance for Model No. Traveller STD and XL package (CoC 71-9380, Rev 1). The following changes were included:
  • New contents for accident tolerant fuels (ATF).
  • Increases in the maximum allowable enrichments for uranium dioxide (UO2) fuels from five weight percent (w/o) U-235 to 6 w/o U-235 for pressurized water reactor (PWR) fuel assemblies, and from 5 w/o U-235 to 7 w/o U-235 for loose PWR or BWR fuel rods in a rod pipe.
  • Inclusion of a new two-tier bottom support spacer design option in the packaging Clamshell assembly to accommodate an additional type of PWR fuel assembly bottom nozzle design.
  • Changes to the structural and criticality evaluations associated with the ATF, higher allowable enrichments, and new bottom support spacer.

The ATF contents include Advanced Doped Pellet Technology (ADOPTTM) UO2 fuels and new fuel cladding features. The new fuel cladding features include the existing base zirconium alloy cladding options and new options for an external chromium coating and/or an inner zirconium alloy liner. For loose PWR or BWR fuel rods, the new cladding features also include new options for stainless steel or aluminum alloy claddings.

Framatome submitted an application to increase the enrichment in the MAP-12 and MAP-13 package in 2021 (CoC 71-919) and Global Nuclear Fuels is expected to submit an application to amend the RAJ-II package for increased enrichment assays in 2022 (CoC 71-9309).
