RALPH G. TORIO, JD

Lawyer – Chief Maritime Industry Development Specialist

‘I would like to express my gratitude to the World Nuclear Transport Institute for its significant interest on my application for the MSc Ocean Sustainability, Governance and Management programme.

The promotion of safe transportation of nuclear and radioactive materials must be embraced by the maritime industry, it needs to be welcomed and be given an utmost importance due to the rising development of nuclear power technology in the world.

I, together with my agency the Maritime Industry Authority of the Philippines shares the same endeavour and objective of the WNTI, the promotion of safe transportation of nuclear and radioactive materials. Currently, the Maritime Industry Authority of the Philippines is formulating policy of the Implementation of Rules Governing the Carriage of Dangerous and/or Hazardous Cargoes or Goods in Packed Form for Ships Engaged in the International Trade. Hence, our objective is the same and at par with the purpose of WNTI, the promotion of safe transportation of nuclear and radioactive materials.

The Mission of WNTI will play an important role in the industry as I see its benefits to the world economy and to the marine ecosystem. Thus, I strongly agree, support and will collaborate in the future with WNTI to achieve its Mission: Being an authoritative voice on behalf of the industry; Drive stakeholder collaboration; innovative, learn and share; Influence Policy, Regulation and Practice in industry; and, to promote equality, inclusion and diversity.

One of my personal motivation in applying for the MSc Ocean Sustainability, Governance and Management program is to promote safe transportation to protect lives of the people and the marine ecosystem. On the other hand, the work of WNTI is to promote safe transportation of nuclear and radioactive materials. In this occasion, my personal motivation is connected with the promotion of safe transportation of nuclear and radioactive materials.

Nuclear Power in the world today is evolving and we are gradually discovering its benefits to the world. There is an urgency to embrace the nuclear power in order for the world to take advantage to its benefits to help the lives of the billion population of the planet. Therefore, I support nuclear power projects and developments, it will help the world to save cost in producing energy and will save the planet from pollutions.

In this juncture, it is time for the world to accept and embrace the importance of nuclear power. WNTI will play an important role in this development in promoting safe transportation of nuclear and radioactive materials, which I strongly support and promote.

I commit to adhere in the purpose of WNTI to  promote the  safe transportation of nuclear and radioactive materials, and will conduct research study relating to the transportation of nuclear and radioactive materials. Upon completion of the programme, I will make my service available to WNTI to conduct further researches in order to contribute to the development of nuclear power in general and to its safe transportation.

Upon graduation, I will closely coordinate with my neighbouring countries in Asia to enter into collaboration and long term project for the development of nuclear power and to promote the safe transportation of nuclear and radioactive materials. Moreover, I will contribute to the legislation of my country in formulating nuclear power projects and developments.’
