This document contains observations from analysis of the structure of the Code of Safety for Nuclear Merchant Ships (resolution A.491(XII)) and a comparative assessment of the Nuclear Code against other IMO instruments. Particular attention has been given to whether the Nuclear Code and other IMO instruments are prescriptive, or follow a goal-based approach, and whether prescriptive elements in the Nuclear Code are technology-specific.
