Background

Para 612 of IAEA SSR-6 (Rev.2) states that “Any features added to the package at the time of transport that are not part of the package shall not reduce its safety.” This requirement is intended to prevent actions such as placing handling tools, auxi

The question of the features added to the package has already been discussed for a long time (more than 15 years), but there are still differences in implementation among different countries. The added features such as frames can cause more damage in an accident than that required by the regulatory tests on the package. Thus, a series of questions has emerged: How should this problem be taken into account during package assessment? Are security devices part of the package (for example an eventual tracking system)?

Then, there may be a need to harmonize practices by improving the wording of SSR-6 para. 612, the advisory material for para. 612, and the PDSR Guide. A clear difference between package design assessment and use must be made.

This is also an important topic for the industry.

This questionnaire was created to develop a common understanding of added features and their consideration regarding safety of the transport package and to consider the necessity of revision of the documents mentioned above.
