Key Highlights

1. Participation & Opening

74 participants from 49 countries and 5 international organizations. South Africa joined as a new NSGC member.

Director Elena Buglova emphasized the importance of revising top-tier Nuclear Security Series (NSS) documents and announced a new webinar series: “Nuclear Security: Looking Beyond ICONS 2024.”

2. Progress on Nuclear Security Guidance

Revisions underway for four foundational NSS documents,

NST072– Nuclear Security Fundamentals, Objectives and Essential Elements of a State’s Nuclear Security Regime (revision of NSS No.20)

NST072- Nuclear Security Recommendations on Physical Protection of Nuclear Material and Nuclear Facilities (revision of INFCIRC/225/Rev.5: NSS No.13)

NST074 – Nuclear Security Recommendations on Radioactive Material and Associated Facilities (revision of NSS No.14)

NST075 – Nuclear Security Recommendations on Nuclear and Other Radioactive Material Out of Regulatory Control (revision of NSS No.15),

These are all currently at Step 5 of the SPESS B process.

A third consultancy meeting was scheduled for August 2025, followed by a Technical Meeting in October 2025.

3. Review of Draft Publications

  1. NSS No. 33-T (Computer Security for Instrumentation &Control Systems at Nuclear Facilities): Revision approved to reflect AI, cloud computing, and broader operational tech.
  2. NST070 (Information Security for Nuclear Security NSS. No.23-G, rev.1): Proposed revised title and scope to clarify national vs. international responsibilities; submitted for silent approval.
  3. DS513 (Leadership, Management & Culture for Safety): Cleared for submission to CSS.
  4. DS557–DS559 (Site Evaluation & Selection): Cleared for submission.
  5. DS558 (Emergency Preparedness): Revised to reflect new technologies and interface considerations.
  6. DS532 & DS535: Cleared for 120-day Member State review.

4. Strategic Discussions

Safety–security interface discussed extensively.

Members agreed on maintaining separate but coordinated safety and security frameworks.

Joint sessions with Safety Standards Committees proposed, with a list of suggested topics compiled (Annex 5).

5. Next Meetings

28th NSGC: 1–4 December 2025

Tentative dates for 2026: 1–5 June and 24–27 November
