CNE-ORS Dominican Republic Regional Transportation Security Symposium

The U.S. Department of Energy’s National Nuclear Security Administration’s Office of Radiological Security (ORS), along with the Dominican Republic’s Comisión Nacional de Energía, held a Regional Meeting for Central American and Caribbean Countries for Developing Transport Security Regulations between April 15-18, 2024, in Santos Domingo in the Dominican Republic. This seminar provided an opportunity to collaborate with regional partners on the challenges and best practices for drafting transport security regulations and securing radiological materials during transport.

Bob Officer, Director of Security, Resilience, and ICT at NTS stood in for WNTI Secretary General Mr Martin Porter, providing an in-person presentation on transport security issues and developing regional cooperation.

The topics covered during this regional meeting benefited a variety of individuals and organizations with transport security responsibilities, including regulatory bodies, transport operators (shippers, carriers, and receivers), law enforcement and emergency response organizations, and other governmental agencies from Costa Rica, El Salvador, Guatemala, Guyana, Honduras, Jamaica, Mexico, Panama, The Bahamas, Trinidad and Tobago and of course the host the Dominican Republic. 

In addition to raising awareness through briefing on the role of industry in regulatory development and the impact of regulatory changes on industry, Bob sat on a number of expert panels throughput the week which included colleagues from the IAEA and Oak Ridge National Laboratories (ORNL) covering, inter alia, “Developing Regional Connections in Transport Security” and “Discussion on Ways for Strengthening Transport Security Communication and Coordination with Regional Partners”.

Bob as Chair of WNTI Transport Security Working Group resolved to suggest the development of WNTI regional working/focus groups in order to promote enhanced cooperation, and opportunities to share and build expertise across both safety and security of NM/ORM, as well as multi modal proficiency, and perhaps to host a future WNTI SAMM in the Caribbean!
