Capt. Simon Chaplin

Head of Policy and Industry Engagement

Simon first joined the Merchant Navy, as Deck Boy, in 1982. Working on a variety of vessels and progressing through the ranks, he successfully gained his Class 1 Master Mariner Certificate of Competency (Unlimited) in 1999.

He joined Pacific Nuclear Transport Limited (PNTL) in 1999, where he was promoted to Captain in 2013 and has commanded worldwide voyages that have included Category 1 high security shipments, MOX fuel, Plutonium deliveries, and high level waste returns.

Initially seconded into WNTI in 2018 as Specialist – Maritime and Security, he joined the WNTI staff in May 2026 as Head of Policy and Industry Engagement.

As Head of Policy and Industry Engagement he leads WNTI’s engagement with international regulatory bodies, industry stakeholders, and member companies to ensure that the transport of nuclear materials and associated technologies is governed by effective, science-based, and globally harmonised frameworks.

Within this role is he,

WNTI Principle Delegate to the International Maritime Organization (IMO) and IMO WNTI Delegation Coordinator,

WNTI delegate to the International Atomic Energy Agency (IAEA) Denials of Shipment Working Group (DoS WG) and appointed as Co-Chair to the DoS Sub-Working Group for Awareness, Training and Outreach,

Member of the IAEA Transport Safety Standards Committee (TRANSSC) Working Group on Transportable Nuclear Power Plants,

WNTI lead delegate to the International Atomic Energy Agency (IAEA) Nuclear Security Guidance Committee (NSGC),

WNTI representative (Observer) at the Informal Dialogue Between Coastal and Shipping States (CS/SS),

Visiting Lecturer to the World Maritime University (WMU),

WG Secretary to the following WNTI Committees,

  • New Applications Committee
  • Regulations, Safety and Security Committee

Simon’s is a classic car enthusiast and enjoys driving and maintaining his 1967 Triumph TR4a, that he has owned since 1983, his first car!  Simon is also a keep landscape and portrait photographer.
